ON THE SUPERVISORY AND CONTROL REFORM AS A NECESSARY ELEMENT TO IMPROVE LEGAL POLICIES IN THE AREA OF THE SOCIETY SOCIAL AND ECONOMIC DEVELOPMENT

The article is devoted to a comprehensive analysis of the control and supervisory activities reform as a key legal instrument for ensuring the socio-economic development of the Russian Federation at the present stage. The article examines the institutional and legal foundations of administrative reform, its evolution from the origins in the early 2000s to the current phase of digital transformation. The author analyzes in detail the results achieved, including the introduction of a risk-based approach and large-scale digitalization of supervision, as well as systemic problems: the continuing excessive administrative burden, fragmented regulation, and insufficient prevention effectiveness. Special attention is paid to the role of the control and supervisory activities in creating a favorable business environment and protecting the social rights of citizens. Based on the identified problems and trends, the author’s concept of further reform of the control and supervisory activities is proposed, including the harmonization of legislation, the development of predictive analytics, the introduction of KPIs for the effectiveness of supervision and the creation of an integrated digital platform “Smart Supervision”. It is proved that a deep modernization of the control and supervisory system is a necessary condition for achieving the strategic goals of Russia socio-economic progress.
